meta-phosphor: spdm: use distro feature
We already defined a distro feature for SPDM. Similar to PLDM we
should only install the SPDM packages when explicitly enabled via
the distro feature. Use the distro-flag to set an approprate `:append`.
This reduces the e3c246d4i system sufficiently for some other commits
to fit.
