meta-facebook: clemente: restart init-sma on failure
init-sma may occasionally exit with a failure status when setup_sma()
encounters transient errors during initialization. When this happens,
the service remains inactive and prevents BE NIC sensors from being
initialized, leaving them in an unavailable state.
Add Restart=on-failure setting to init-sma service to ensure the service
is always active, preventing BE NIC sensor not beeing monitored.
