meta-ibm: Add Huygens Fan Hwmon Config Files
Create phosphor-hwmon config files for fan controllers on Huygens. Also
update the CHIPS:huygens variable in the phosphor-hwmon bbappend to
contain the I2C buses and addresses for the controllers.
Tested:
* Put I2C config files on Huygens simulation and verified sensors could
be read via the fanctl tool.
* Built image and verified config files were present in the build output
under the rootfs directory.
* Installed built image in Huygens simulation and verified sensors could
be read using fanctl.
