treewide: phosphor-gpio-monitor: remove obmc-phosphor-systemd
A number of bbappend files leveraged obmc-phosphor-systemd.bbclass,
which tends to have problems with the base systemd.bbclass
implementation. Migrate these over to do raw operations as
necessary so that the `inherit obmc-phosphor-systemd.bbclass` can
be removed.
