meta-phosphor: phosphor-static-norootfs-init: improve flash-bank detection
Emit a more human-friendly location for the boot device detection
(`/run/boot-device`) that can be directly used by phosphor-state-manager
for event reporting.
Leave the existing `/run/media/slot` for a time being (~3-6 months) for
backwards compatibility.
