treewide: obmc-console: remove obmc-phosphor-systemd
obmc-phosphor-systemd.bbclass and systemd.bbclass now conflict for
recipes that install template service files and expect them to be
enabled by multi-user.target. Transition obmc-console off our custom
bbclass and use the base one.
A number of bbappends tried to create their own copy of obmc-console
service, typically for handling UART routing. Remove all of these
and leverage the systemd override syntax to install additional
instructions on setting the UART routing. This allows us to reuse the
base obmc-console@.service file.
