meta-facebook: anacapa: modify fan init to avoid service hang
Description:
If Left PDB isn't connected or Left PDB FRU is fault, it may cause
service to hang.
Modify fan-init process to prevent abnormal service behavior.
Tested:
Verified that service works when the Left PDB is not connected.
