meta-facebook: santabarbara: fix missing powerstate on sensors issue
When rebooting the BMC while in host on, there is a chance that
psusensor and hwmontempsensor start before phosphor-host-state-manager.
This causes them to skip sensors configured with PowerState=On or
PowerState=BiosPost because the host state is not yet determined.
Force psusensor and hwmontempsensor to wait for the
phosphor-host-state-manager to avoid this bug.
