meta-facebook: santabarbara: add sel handler for power-on sequence failure

Add an SEL log handler for cases where the system power-on sequence
fails. The handler retrieves the failure code from the CPLD register and
reports it as a POST code failure in the SEL for easier diagnosis.

Tested on: Santabarbara platform
