meta-facebook rainiera6: Add thermal trip

Summary:
THERMTRIP_n should result in an immediate power down of the SoC
power rails which is under the control of the CPLD (leaving the
STANDBY domain powered)

1. Immediately power down the SoC power rails when THERMTRIP_n
   is asserted.
2. Latch the THERMTRIP_n status so that the BMC can detect and
   log that the system powered off due to a thermal trip.
3. Allow the User to clear the THERMTRIP status in the CPLD
   after the system event log has been generated.
