meta-facebook: meta-anacapa: Install usb0 network config to /etc/systemd/network
phosphor-network generates a default 00-bmc-usb0.network under
/etc/systemd/network/ at startup if the file does not already exist.
Previously the custom config was installed to /usr/lib/systemd/network/, which
phosphor-network does not check, causing it to overwrite the intended
usb0 settings with defaults after every reboot. which will let usb0 (AMC interface)
address has been changed.
Move the install path to /etc/systemd/network/ so phosphor-network
detects the existing config and skips default file generation.
