meta-phosphor: boost: handle unconditionally-installed regex in 1.91.0
Boost 1.91.0 installs libboost_regex.so unconditionally, similar to how
1.87 started installing libboost_system.so. Move it into the -dev
package alongside the existing system workaround to avoid the
installed-vs-shipped QA error.
