Remove phosphor-reboot-host@.service from SYSTEMD_SERVICE for the host
package.
Motivation:
phosphor-reboot-host@.service was already removed from
HOST_DEFAULT_TARGETS, but not from SYSTEMD_SERVICE.
This left an extra set-host-transition-to-off@.service running,
inflating host DC power state event counts.
Test plan:
- Build Code: pass
- Performed 432 DC power cycles accross blade hosts with no extra host
DC power state events: pass
