Altera Arria10 Partial Reconfiguration IP

Required properties:
- compatible : should contain "altr,a10-pr-ip"
- reg        : base address and size for memory mapped io.

Example:

	fpga_mgr: fpga-mgr@ff20c000 {
		compatible = "altr,a10-pr-ip";
