tcp: convert icsk_user_timeout from jiffies to msecs
This is a preparatory commit. Part of this series that improves the socket TCP_USER_TIMEOUT option accuracy. Implement Eric Dumazets idea to convert icsk->icsk_user_timeout from jiffies to msecs.
