rsi: use BUILD_BUG_ON check for fsm_state

BUILD_BUG_ON check will help to avoid this problem. Signed-off-by: Amitkumar Karwar <amit.karwar@redpinesignals.com> Signed-off-by: Kalle Valo <kvalo@codeaurora.org>
