GENMASK() has an input check which uses __builtin_choose_expr() to
enable a compile time sanity check of its inputs if they are known at
compile time.
However, it turns out that __builtin_constant_p() does not always return
a compile time constant [0]. It was thought this problem was fixed with
gcc 4.9 [1], but apparently this is not the case [2].
Switch to use __is_constexpr() instead which always returns a compile time
constant, regardless of its inputs.

The vDSO library should only include the necessary headers required for
a userspace library (UAPI and a minimal set of kernel headers). To make
this possible it is necessary to isolate from the kernel headers the
common parts that are strictly necessary to build the library.
Split const.h into linux and common headers to make the latter suitable
for inclusion in the vDSO library.

ARM, ARM64 and UniCore32 duplicate the definition of UL():
#define UL(x) _AC(x, UL)
This is not actually arch-specific, so it will be useful to move it to a
common header. Currently, we only have the uapi variant for
linux/const.h, so I am creating include/linux/const.h.
I also added _UL(), _ULL() and ULL() because _AC() is mostly used in
the form either _AC(..., UL) or _AC(..., ULL). I expect they will be
replaced in follow-up cleanups. The underscore-prefixed ones should
be used for exported headers.

code, but not when used in assembler.

Make a global linux/const.h header file instead of having multiple,
per-arch files, and convert current users of asm/const.h to use
linux/const.h.
Built on x86_64 and sparc64.
