After the mii_bus API conversion to a split read() / read_c45(), there
might be MDIO parent buses which only populate the read_c45() and
write_c45() function pointers but not the C22 variants.
We haven't seen these in the wild paired with MDIO multiplexers, but
Andrew points out we should treat the corner case.

Showing the precise error symbols can help debugging probe issues, such
as the recent -EIO error in of_mdiobus_register() caused by the lack of
bus->read_c45() and bus->write_c45() methods.

The mii_bus API conversion to read_c45() and write_c45() did not cover
the mdio-mux driver before read() and write() were made C22-only.
This broke arch/arm64/boot/dts/freescale/fsl-ls1028a-qds-13bb.dtso.
The -EOPNOTSUPP from mdiobus_c45_read() is transformed by
get_phy_c45_devs_in_pkg() into -EIO, is further propagated to
of_mdiobus_register() and this makes the mdio-mux driver fail to probe
the entire child buses, not just the PHYs that cause access errors.
Fix the regression by introducing special c45 read and write accessors
to mdio-mux which forward the operation to the parent MDIO bus.

In case of DT-configured systems it may be hard to identify the PHY
interrupt in the /proc/interrupts output. Therefore add the name to
the id to make clearer that it's about a device on a muxed mdio bus.

When registering mdiobus children, if we get an -EPROBE_DEFER, we shouldn't
ignore it and continue registering the rest of the mdiobus children. This
would permanently prevent the deferring child mdiobus from working instead
of reattempting it in the future. So, if a child mdiobus needs to be
reattempted in the future, defer the entire mdio-mux initialization.
This fixes the issue where PHYs sitting under the mdio-mux aren't
initialized correctly if the PHY's interrupt controller is not yet ready
when the mdio-mux is being probed. Additional context in the link below.

If we are seeing memory allocation errors, don't try to continue
registering child mdiobus devices. It's unlikely they'll succeed.

The whole point of devm_* APIs is that you don't have to undo them if you
are returning an error that's going to get propagated out of a probe()
function. So delete unnecessary devm_kfree() call in the error return path.

Move all the MDIO drivers and multiplexers into drivers/net/mdio. The
mdio core is however left in the phy directory, due to mutual
dependencies between the MDIO core and the PHY core.
Take this opportunity to sort the Kconfig based on the menuconfig
strings, and move the multiplexers to the end with a separating
comment.
