ixgbe: fix mdio bus registration
The ixgbe ignores errors returned from mdiobus_register() and leaves
adapter->mii_bus non-NULL and MDIO bus state as MDIOBUS_ALLOCATED.
This triggers a BUG from mdiobus_unregister() during ixgbe_remove() call.
