riscv: dts: dubhe: Set ip in boot args and enable gmac
Set ip at kernel bootargs with the following parameters:
* Client IP Address: autoconfg using DHCP
* Server IP Address: not defined
* Gateway IP Address: 192.168.152.1
* Netmask: 255.255.255.0
* Network device to use: eth0
* Autoconfiguration: dhcp
Enable gmac driver.
