can: peak_usb: rename usb option cmds definition and structs
The PUCAN_CMD_RX_FRAME_(ENABLE|DISABLE) command has extended its purpose
and was therefore renamed to PUCAN_CMD_SET_(EN|DIS)_OPTION.
