iommu/amd: Re-factor guest virtual APIC (de-)activation code
Re-factore the logic for activate/deactivate guest virtual APIC mode (GAM) into helper functions, and export them for other drivers (e.g. SVM). to support run-time activate/deactivate of SVM AVIC.
