Documentation/sysctl: Document uclamp sysctl knobs
Uclamp exposes 3 sysctl knobs:
* sched_util_clamp_min
* sched_util_clamp_max
* sched_util_clamp_min_rt_default
Document them in sysctl/kernel.rst.
