entry: rseq: Call rseq_handle_notify_resume() in tracehook_notify_resume()

Invoke rseq_handle_notify_resume() from tracehook_notify_resume() now that the two function are always called back-to-back by architectures that have rseq. The rseq helper is stubbed out for architectures that don't support rseq, i.e. this is a nop across the board. Note, tracehook_notify_resume() is horribly named and arguably does not belong in tracehook.h as literally every line of code in it has nothing to do with tracing. But, that's been true since commit a42c6ded827d ("move key_repace_session_keyring() into tracehook_notify_resume()") first usurped tracehook_notify_resume() back in 2012. Punt cleaning that mess up to future patches. No functional change intended. memblock: make memblock_find_in_range method private

There are a lot of uses of memblock_find_in_range() along with memblock_reserve() from the times memblock allocation APIs did not exist. memblock_find_in_range() is the very core of memblock allocations, so any future changes to its internal behaviour would mandate updates of all the users outside memblock. Replace the calls to memblock_find_in_range() with an equivalent calls to memblock_phys_alloc() and memblock_phys_alloc_range() and make memblock_find_in_range() private method of memblock. This simplifies the callers, ensures that (unlikely) errors in memblock_reserve() are handled and improves maintainability of memblock_find_in_range(). DEFINE_SMP_CALL_CACHE_FUNCTION() was usefel before the CPU hotplug rework to ensure that the cache related functions are called on the upcoming CPU because the notifier itself could run on any online CPU. The hotplug state machine guarantees that the callbacks are invoked on the upcoming CPU. So there is no need to have this SMP function call obfuscation. That indirection was missed when the hotplug notifiers were converted. This also solves the problem of ARM64 init_cache_level() invoking ACPI functions which take a semaphore in that context. That's invalid as SMP function calls run with interrupts disabled. Running it just from the callback in context of the CPU hotplug thread solves this. MIPS: Replace deprecated CPU-hotplug functions.

The functions get_online_cpus() and put_online_cpus() have been deprecated during the CPU hotplug rework. They map directly to cpus_read_lock() and cpus_read_unlock(). Replace deprecated CPU-hotplug functions with the official version. The behavior remains unchanged.
