Add __svg_sheet_add_css_file() to embed a UTF-8 stylesheet in the
SVG sheet <defs> as text/css CDATA. CSS is read at registration time.
Preserve the CSS text, including CDATA terminators, as XML-safe output.
Leave external font files and their url(...) paths untouched.
Preserve existing primitives and Libtool ABI 1:0:0.

Preserve the author's updated Autotools configuration and configure
presentation, including canonical host/target selection and Bash setup.
Install the svgc.pc pkg-config metadata with the library.
Convert legacy comments in the version-generation script to UTF-8.
Keep the existing C API and Libtool ABI 1:0:0 unchanged.

SVGC 1.0.6 (2026-10-13)

Compatibility update for GNU C23 with -Wall -Wextra -Werror.
  Restore configure headlines/sections with acsite.m4 and config.h.
