Port starts to toggle when transitioning to unattached state.
This is incorrect while in BIST mode.
6.4.3.1 BIST Carrier Mode
Upon receipt of a BIST Message, with a BIST Carrier Mode BIST Data Object,
the UUT Shall send out a continuous string of BMC encoded alternating "1"s
and “0”s. The UUT Shall exit the Continuous BIST Mode within
tBISTContMode of this Continuous BIST Mode being enabled(see
Section 6.6.7.2).
6.4.3.2 BIST Test Data
Upon receipt of a BIST Message, with a BIST Test Data BIST Data Object,
the UUT Shall return a GoodCRC Message and Shall enter a test mode in which
it sends no further Messages except for GoodCRC Messages in response to
received Messages. See Section 5.9.2 for the definition of the Test Data
Frame. The test Shall be ended by sending Hard Reset Signaling to reset the
UUT.

Version 2.0 of the USB Power Delivery Specification R3.0
defines a new message called Enter_USB, which is made with
USB4 in mind. Enter_USB message is in practice the same as
the Enter Mode command (used when entering alternate modes)
that just needs to be used when entering USB4 mode.
The message does also support entering USB 2.0 or USB 3.2
mode instead of USB4 mode, but it is only required with
USB4. I.e. with USB2 and USB3 Enter_USB message is optional.

This makes life a bit easier for the drivers that include
pd.h. All pd_header_*_le() inline functions defined in pd.h
call le16_to_cpu(), and all *_LE() macros in pd.h call
cpu_to_le16().

This commit adds code to handle requesting of PPS APDOs. Switching
between standard PDOs and APDOs, and re-requesting an APDO to
modify operating voltage/current will be triggered by an
external call into TCPM.

The source and sink caps should follow the following rules.
This patch validates whether the src_caps/snk_caps adheres
to it.
6.4.1 Capabilities Message
A Capabilities message (Source Capabilities message or Sink
Capabilities message) shall have at least one Power
Data Object for vSafe5V. The Capabilities message shall also
contain the sending Port’s information followed by up to
6 additional Power Data Objects. Power Data Objects in a
Capabilities message shall be sent in the following order:
1. The vSafe5V Fixed Supply Object shall always be the first object.
2. The remaining Fixed Supply Objects, if present, shall be sent
in voltage order; lowest to highest.
3. The Battery Supply Objects, if present shall be sent in Minimum
Voltage order; lowest to highest.
4. The Variable Supply (non-battery) Objects, if present, shall be
sent in Minimum Voltage order; lowest to highest.
Errors in source/sink_caps of the local port will prevent
the port registration. Whereas, errors in source caps of partner
device would only log them.
