In platforms which does not use CLK framework (HAVE_CLK not set), the
clk_* functions return NULL instead of an error. This patch handles that
scenario.

The Spreadtrum UART is accessed with mmio; declare the proper iotype.
Also prevent userspace from assigning any other iotype via
ioctl(TIOCSSERIAL).

these warnings:

Add a full sc9836-uart driver for SC9836 SoC which is based on the
spreadtrum sharkl64 platform.
This driver also support earlycon.
