Since commit 8b41fc4454e3 ("kbuild: create modules.builtin without Makefile.modbuiltin or tristate.conf"), MODULE_LICENSE declarations are used to identify modules. As a consequence, uses of the macro in non-modules will cause modprobe to misidentify their containing object file as a module when it is not (false positives), and modprobe might succeed rather than failing with a suitable error message. So remove it in the files in this commit, none of which can be built as modules. Baikal-T1 SoC provides a way to tune the MIPS P5600 CM2 L2-cache performance up. It can be done by changing the L2-RAM Data/Tag/WS latencies in a dedicated register exposed by the system controller. The driver added by this commit provides a dts properties-based and sysfs-based interface for it. The device DT node is supposed to be a child of Baikal-T1 System Controller node.
