The Fujitsu FRV kernel port has been around for a long time, but has not
seen regular updates in several years and instead was marked 'Orphaned'
in 2016 by long-time maintainer David Howells.
The SoC product line apparently is apparently still around in the form
of the Socionext Milbeaut image processor, but this one no longer uses
the FRV CPU cores.
This removes all FRV specific files from the kernel.

<linux/pci.h> defines struct pci_bus and struct pci_dev and includes the
struct resource definition before including <asm/pci.h>. Nobody includes
<asm/pci.h> directly, so they don't need their own declarations.
Remove the redundant struct pci_dev, pci_bus, resource declarations.

All users of pcibios_set_master() include <linux/pci.h>, which already has
a declaration. Remove the unnecessary declarations from the <asm/pci.h>
files.

For a long time all architectures implement the pci_dma_* functions using
the generic DMA API, and they all use the same header to do so.
Move this header, pci-dma-compat.h, to include/linux and include it from
the generic pci.h instead of having each arch duplicate this include.

bursting advice") but apparently never used. Remove it.

pcibios_penalize_isa_irq() is only implemented by x86 now, and legacy ISA
is not used by some architectures. Make pcibios_penalize_isa_irq() a
__weak function to simplify the code. This removes the need for new
platforms to add stub implementations of pcibios_penalize_isa_irq().

All the architectures properly set NEED_DMA_MAP_STATE now so we can safely
add linux/pci-dma.h to linux/pci.h and remove the linux/pci-dma.h
inclusion in arch's asm/pci.h

Some generic code is using the horribly misnamed PCI_DMA_BUS_IS_PHYS
from asm/pci.h. This makes sure that an architecture without PCI
support does not have to define this itself but can rely on the
asm-generic version.
