Architecture-specific documentation is being moved into Documentation/arch/
as a way of cleaning up the top-level documentation directory and making
the docs hierarchy more closely match the source hierarchy. Move
Documentation/arm64 into arch/ (along with the Chinese equvalent
translations) and fix up documentation references.

Provide ABI documentation for SME similar to that for SVE. Due to the very
large overlap around streaming SVE mode in both implementation and
interfaces documentation for streaming mode SVE is added to the SVE
document rather than the SME one.

Pull documentation updates from Jonathan Corbet:
"As hoped, things calmed down for docs this cycle; fewer changes and
almost no conflicts at all. This includes:
- A reworked and expanded user-mode Linux document
- Some simplifications and improvements for submitting-patches.rst
- An emergency fix for (some) problems with Sphinx 3.x
- Some welcome automarkup improvements to automatically generate
cross-references to struct definitions and other documents

Memory Tagging Extension (part of the ARMv8.5 Extensions) provides
a mechanism to detect the sources of memory related errors which
may be vulnerable to exploitation, including bounds violations,
use-after-free, use-after-return, use-out-of-scope and use before
initialization errors.
Add Memory Tagging Extension documentation for the arm64 linux
kernel support.

This file is almost in ReST. All it needs is a rename and
adding a :field: for the two fields at the beginning
(author and date).
While here, add a proper SPDX header, and use the standard
markup for document titles, just for consistency.

Documentation/arm64/tagged-address-abi.rst introduces the
relaxation of the syscall ABI that allows userspace to pass
certain tagged pointers to kernel syscalls.
Add the document to index.rst for a correct generation of the

Now that several arch documents were converted to ReST,

:orphan: from them.

The documentation is in a format that is very close to ReST format.
The conversion is actually:
- add blank lines in order to identify paragraphs;
- fixing tables markups;
- adding some lists markups;
- marking literal blocks;
- adjust some title markups.
At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.
