drm/amdgpu: Change num_xcd to xcc_mask
Instead of number of XCCs, keep a mask of XCCs for the exact XCCs
available on the ASIC. XCC configuration could differ based on
different ASIC configs.

Rename num_xcd to num_xcc (Hawking)
Use smaller xcc_mask size, changed to u16 (Le)
