mips/kvm: Use ENOIOCTLCMD to indicate unimplemented ioctls.
The Linux Way is to return -ENOIOCTLCMD to the vfs when an
unimplemented ioctl is requested. Do this in kvm_mips instead of a
random mixture of -ENOTSUPP and -EINVAL.
