powerpc: Remove check of ibm,smt-snooze-delay OF property
I'm not sure why we have code for parsing an ibm,smt-snooze-delay OF property. Since we have a smt-snooze-delay= boot option and we can also set it at runtime via sysfs, it should be safe to get rid of this code.
