ARM: mvebu: export PMSU idle enter/exit functions
The PMSU idle enter/exit functions will be needed for the CPU hotplug
implementation on Armada XP, so this commit removes their static
qualifier, and adds the appropriate prototypes in armada-370-xp.h.
