irqdomain: Kill CONFIG_IRQ_DOMAIN_DEBUG
CONFIG_IRQ_DOMAIN_DEBUG is similar to CONFIG_GENERIC_IRQ_DEBUGFS,
just with less information.
Spring cleanup time.
