docs-rst: convert kernel-hacking to ReST
Use pandoc to convert documentation to ReST by calling
Documentation/sphinx/tmplcvt script.
- Manually adjusted to use ..note and ..warning
- Minor fixes for it to be parsed without errors
- Use **bold** for emphasis.
