Documentation: Document sysfs interfaces purr, spurr, idle_purr, idle_spurr
Add documentation for the following sysfs interfaces:
/sys/devices/system/cpu/cpuX/purr
/sys/devices/system/cpu/cpuX/spurr
/sys/devices/system/cpu/cpuX/idle_purr
/sys/devices/system/cpu/cpuX/idle_spurr
