exec: Remove LSM_UNSAFE_PTRACE_CAP
With previous changes every location that tests for
LSM_UNSAFE_PTRACE_CAP also tests for LSM_UNSAFE_PTRACE making the
LSM_UNSAFE_PTRACE_CAP redundant, so remove it.
