<title>selftests: complete kselftest include centralization</title>

This follow-up patch completes centralization of kselftest.h and
ksefltest_harness.h includes in remaining seltests files, replacing all
relative paths with a non-relative paths using shared -I include path in
lib.mk

Tested with gcc-13.3 and clang-18.1, and cross-compiled successfully on
riscv, arm64, x86_64 and powerpc arch.

<title>selftests: sync: ksft_exit_pass() does not return</title>

After commit f7d5bcd35d42 ("selftests: kselftest: Mark functions that
unconditionally call exit() as __noreturn"), ksft_exit_...() functions
are marked as __noreturn, which means the return type should not be
'int' but 'void' because they are not returning anything (and never were
since exit() has always been called).

To facilitate updating the return type of these functions, remove
'return' before the call to ksft_exit_pass(), as __noreturn prevents the
compiler from warning that a caller of ksft_exit_pass() does not return
a value because the program will terminate upon calling these functions
(which is what the comment alluded to as well).

Use $(KHDR_INCLUDES) as lookup path for kernel headers. This prevents
building against kernel headers from the build environment in scenarios
where kernel headers are installed into a specific output directory
(O=...).

The ANDROID config symbol is only used to guard the binder config
symbol and to inject completely random config changes.  Remove it
as it is obviously a bad idea.

SYNC was removed since
aff9da10e21 ("staging/android: make sync_timeline internal to sw_sync")
LKP/0Day will check if all configs listing under selftests are able to
be enabled properly.

For the missing configs, it will report something like:
LKP WARN miss config CONFIG_SYNC= of sync/config

- it's not reasonable to keep the deprecated configs.
- configs under kselftests are recommended by corresponding tests.
So if some configs are missing, it will impact the testing results

Fix warnings on __u64 and pointer translation on arm and
other 32bit architectures. Since the pointer is 32bits on
those archs, we should not directly cast those types.

The test plan for TAP needs to be declared immediately after the header.
This adds the test plan API to kselftest.h and updates all callers to
declare their expected test counts.

Unless the software synchronization objects (CONFIG_SW_SYNC) is enabled,
the sync test will be skipped:

Add a config fragment file to be able to run "make kselftest-merge" to
enable relevant configuration required in order to run the sync test.
