The mm_numa_cid related rseq patches from the series were not picked up
into the tip tree, so enabling the mm_numa_cid test needs to be
reverted.

This reverts commit b344b8f2d88dbf095caf97ac57fd3645843fa70f.

Adapt to the rseq.h API changes introduced by commits
"selftests/rseq: &lt;arch&gt;: Template memory ordering and percpu access mode".

Build a new param_test_mm_cid, param_test_mm_cid_benchmark, and
param_test_mm_cid_compare_twice executables to test the new "mm_cid"
rseq field.

Based on Google-internal RSEQ work done by Paul Turner and Andrew
Hunter.

This patch adds a selftest for MEMBARRIER_CMD_PRIVATE_EXPEDITED_RSEQ.
The test quite often fails without the previous patch in this
patchset, but consistently passes with it.

<title>rseq/selftests: Adapt number of threads to the number of detected cpus</title>

On smaller systems, running a test with 200 threads can take a long
time on machines with smaller number of CPUs.

Detect the number of online cpus at test runtime, and multiply that
by 6 to have 6 rseq threads per cpu preempting each other.

A run_param_test.sh script runs many variants of the parametrizable
tests.

Wire up the rseq Makefile, add directory entry into MAINTAINERS file.
