selftests/powerpc: make sub-folders buildable on their own

Build breaks when executing make with run_tests for sub-folders under powerpc. This is because, CFLAGS and GIT_VERSION macros are defined in Makefile of toplevel powerpc folder. make: Entering directory '/home/maddy/linux/tools/testing/selftests/powerpc/mm' gcc hugetlb_vs_thp_test.c ../harness.c ../utils.c -o /home/maddy/selftest_output//hugetlb_vs_thp_test hugetlb_vs_thp_test.c:6:10: fatal error: utils.h: No such file or directory 6 | #include "utils.h" | ^~~~~~~~~ compilation terminated. Fix this by adding the flags.mk in each sub-folder Makefile. In some powerpc/ sub-folder Makefiles, CFLAGS are defined before lib.mk include. Clean it up by re-ordering the flags to follow after the mk include. This is needed to support sub-folders in powerpc/ buildable on its own. Use $(KHDR_INCLUDES) as lookup path for kernel headers. This prevents building against kernel headers from the build environment in scenarios where kernel headers are installed into a specific output directory (O=...). Debugfs files are not always integers, so make *_file return/write a byte buffer, and *_int deal with int values specifically. This increases consistency with the other file read/write helpers. selftests/powerpc: Better reporting in spectre_v2

In commit f3054ffd71b5 ("selftests/powerpc: Return skip code for spectre_v2"), the spectre_v2 selftest is updated to be aware of cases where the vulnerability status reported in sysfs is incorrect, skipping the test instead. This happens because qemu can misrepresent the mitigation status of the host to the guest. If the count cache is disabled in the host, and this is correctly reported to the guest, then the guest won't apply mitigations. If the guest is then migrated to a new host where mitigations are necessary, it is now vulnerable because it has not applied mitigations. Update the selftest to report when we see excessive misses, indicative of the count cache being disabled. If software flushing is enabled, also warn that these flushes are just wasting performance. selftests/powerpc/pmu: Add macros to parse event codes

Each platform has raw event encoding format which specifies the bit positions for different fields. The fields from event code gets translated into performance monitoring mode control register (MMCRx) settings. Patch add macros to extract individual fields from the event code. Add functions for sanity checks, since testcases currently are only supported in power9 and power10.
