Change ALL_TESTS definition to "test-per-line".

Add the test case of per vlan snooping with port stp state change to
forwarding and also vlan equivalent case in both bridge_igmp.sh and
bridge_mld.sh.

<title>selftests: net: bridge: increase IGMP/MLD exclude timeout membership interval</title>

When running the bridge IGMP/MLD selftests on debug kernels we can get
spurious errors when setting up the IGMP/MLD exclude timeout tests
because the membership interval is just 3 seconds and the setup has 2
seconds of sleep plus various validations, the one second that is left
is not enough. Increase the membership interval from 3 to 5 seconds to
make room for the setup validation and 2 seconds of sleep.

When I fixed IGMPv3/MLDv2 to use the bridge's multicast_membership_interval
value which is chosen by user-space instead of calculating it based on
multicast_query_interval and multicast_query_response_interval I forgot
to update the selftests relying on that behaviour. Now we have to
manually set the expected GMI value to perform the tests correctly and get
proper results (similar to IGMPv2 behaviour).

When we have *,G ports in exclude mode and a new S,G,port is added
the kernel has to automatically create an S,G entry for each exclude
port to get proper forwarding.
