Sort config files for networking selftests. This should help us
avoid merge conflicts between net and net-next. patchwork check
will be added to prevent new issues.

xfrm_policy.sh, nft_flowtable.sh, and vrf-xfrm-tests.sh use 'ip xfrm'
with SHA-1, either 'auth sha1' or 'auth-trunc hmac(sha1)'.  That
requires CONFIG_CRYPTO_SHA1, which CONFIG_INET_ESP intentionally doesn't
select (as per its help text).  Previously, the config for these tests
relied on CONFIG_CRYPTO_SHA1 being selected by the unrelated option
CONFIG_IP_SCTP.  Since CONFIG_IP_SCTP is being changed to no longer do
that, instead add CONFIG_CRYPTO_SHA1 to the configs explicitly.

Some specified options rely on NETFILTER_XTABLES_LEGACY to be enabled.
IP_NF_TARGET_TTL for instance depends on IP_NF_MANGLE which in turn
depends on IP_NF_IPTABLES_LEGACY -&gt; NETFILTER_XTABLES_LEGACY.

Enable relevant iptables config options explicitly, this is needed
to avoid breakage when symbols related to iptables-legacy
will depend on NETFILTER_LEGACY resp. IP_TABLES_LEGACY.

This also means that the classic tables (Kernel modules) will
not be enabled by default, so enable them too.

As recently specified by commit 0ea09cbf8350 ("docs: netdev: add a note
on selftest posting") in net-next, the selftest is therefore shipped in
this series. However, this selftest does not really test this series. It
needs this series to avoid crashing the kernel. What it really tests,
thanks to kmemleak, is what was fixed by the following commits:

WiFi removed one of their subsys entries from drop reasons, in
commit 286e69677065 ("wifi: mac80211: Drop cooked monitor support")
SKB_DROP_REASON_SUBSYS_OPENVSWITCH is now 2 not 3.
The drop reasons are not uAPI, read the correct value
from debug info.

We need to enable vmlinux BTF, otherwise pahole needs
a few GB of memory to decode the enum name.

- Add test for creating link in another netns when a link of the same
   name and ifindex exists in current netns.
 - Add test to verify that link is created in target netns directly -
   no link new/del events should be generated in link netns or current
   netns.
 - Add test cases to verify that link-netns is set as expected for
   various drivers and combination of namespace-related parameters.
