As explained in [1], iproute2 started rejecting tc-police burst sizes
that result in an overflow. This can happen when the burst size is high
enough and the rate is low enough.

A couple of test cases specify such configurations, resulting in
iproute2 errors and test failure.

Fix by reducing the burst size so that the test will pass with both new
and old iproute2 versions.

Jakub reported increased flakiness in bond_macvlan_ipvlan.sh on regular
kernel, while the tests consistently pass on a debug kernel. This suggests
a timing-sensitive issue.

To mitigate this, introduce a short sleep before each xvlan_over_bond
connectivity check. The delay helps ensure neighbor and route cache
have fully converged before verifying connectivity.

The sleep interval is kept minimal since check_connection() is invoked
nearly 100 times during the test.

As a followup to commit 03fb8565c880 ("selftests: bonding: add missing
build configs"), add more networking-specific config options which are
needed for bonding tests.

For testing, I used the minimal config generated by virtme-ng and I added
the options in the config file. All bonding tests passed.

The longest running netdevsim test, nexthop.sh, currently takes
5 min to finish. Around 260s to be exact, and 310s on a debug kernel.
The default timeout in selftest is 45sec, so we need an explicit
config. Give ourselves some headroom and use 10min.

Commit under Fixes isn't really to "blame" but prior to that
netdevsim tests weren't integrated with kselftest infra
so blaming the tests themselves doesn't seem right, either.

The script "ethtool-common.sh" is not installed in INSTALL_PATH, and
triggers some errors when I try to run the test

syzbot discovered that we remove the debugfs files after we free
the netdev. Try to clean up the relevant dir while the device
is still around.

The test assumes that the packet it is sending is the only packet being
passed to the device.

However, it is not the case and so other packets are filling the buffers
as well. Therefore, the test sometimes fails because it is reading a
maximum occupancy that is larger than expected.

Add egress filters on $h1 and $h2 that will guarantee the above.
