Introduce a user space tool to make use of the interface exposed by
Platform Firmware Runtime Update and Telemetry drivers.

It can be used for firmware code injection, driver updates and
to retrieve platform firmware telemetry data.

Compiling the ACPI tools when output directory parameter is specified,
but the output directory is not present, triggers the following error:

make O=/data/test/tmp/ -C tools/power/acpi/

make: Entering directory '/data/src/kernel/linux/tools/power/acpi'
  DESCEND tools/acpidbg
make[1]: Entering directory '/data/src/kernel/linux/tools/power/acpi/tools/acpidbg'

  CP include

Assembler messages:
Fatal error: can't create /data/test/tmp/tools/power/acpi/tools/acpidbg/acpidbg.o: No such file or directory
make[1]: *** [../../Makefile.rules:24: /data/test/tmp/tools/power/acpi/tools/acpidbg/acpidbg.o] Error 1

make: *** [Makefile:18: acpidbg] Error 2
make: Leaving directory '/data/src/kernel/linux/tools/power/acpi'

which occurs because the output directory has not been created yet.

Fix this issue by creating the output directory before compiling.

Avoid breaking cross-compiled ACPI tools builds by rearranging the
handling of kernel header files.

This patch also contains OUTPUT/srctree cleanups in order to make above fix
working for various build environments.

This patch splits tools/power/acpi/Makefile to support descend compling for
ACPI tools. In this patch tools/ec related stuff is removed as it is
originally not enabled.

Also a missing .o (utnonansi.o) is added to the acpidump/Makefile.
