With the movement of lots of stuff out of perf.h to other headers we
ended up not needing it in lots of places, remove it from those places.

Rename struct perf_evsel to struct evsel, so we don't have a name clash
when we add struct perf_evsel in libperf.

In order to make libtraceevent into a proper library, variables, data
structures and functions require a unique prefix to prevent name space
conflicts. That prefix will be "tep_" and not "pevent_". This changes
the struct pevent to struct tep_handle.

In Makefile.config, we define the conditional compilation variables
HAVE_LIBPERL_SUPPORT and HAVE_LIBPYTHON_SUPPORT.

To make the C code more consistent, this patch replaces
NO_LIBPERL/NO_LIBPYTHON in C code with HAVE_LIBPERL_SUPPORT/
HAVE_LIBPYTHON_SUPPORT.
