All architectures now support HAVE_SYSCALL_TABLE_SUPPORT, so the flag is
no longer needed. With the removal of the flag, the related
GENERIC_SYSCALL_TABLE can also be removed.

libaudit was only used as a fallback for when HAVE_SYSCALL_TABLE_SUPPORT
was not defined, so libaudit is also no longer needed for any
architecture.

Avoid 4 static arrays for paths, pass in a char[] buffer to use. Makes
mkpath thread safe for the small number of users. Also removes 16,384
bytes from .bss.

All we need there is a forward declaration for 'union perf_event', so
remove it from there and add missing header directives in places using
things from this indirect include.

Part of the erosion of util/util.h, that will lose its include stdlib.h,
we need to add it to places where it is needed but was getting it
indirectly.

Since we make sure the destination buffer has at least strlen(orig) + 1,
no need to do a strncpy(dest, orig, strlen(orig)), just use strcpy(dest,
orig).

This silences this gcc 8.2 warning on Alpine Linux:

To be consistent with other HAVE_XXX_SUPPORT uses in Makefile.config,
this patch renames HAVE_SYSCALL_TABLE to HAVE_SYSCALL_TABLE_SUPPORT and
updates the C code accordingly.
