FEAT_SPE_EFT and FEAT_SPE_FDS etc have new user facing format attributes
so document them. Also document existing 'event_filter' bits that were
missing from the doc and the fact that latency values are stored in the
weight field.

The instructions group is now generated by default so update the doc to
reflect this. Also explain the period/downsampling mechanism in more
detail.

The --itrace help now needs updating to reflect that
the --itrace=b argument sythesises branches as well
as branch misses.

The question of exactly when KPTI needs to be disabled comes up a lot
because it doesn't always need to be done. Add the relevant kernel
function and some examples that describe the behavior.

Also describe the interrupt requirement and that no error message will
be printed if this isn't met.

The SPE integration in Perf has quite a few usability quirks that
can't be found by just reading the reference manual. So document this
and at the same time add a summary of the feature that is also hard to
find elsewhere.
