For consistency with the other function templates, change
_subtree_search_*() to use the user-supplied ITSTATIC rather than the
hard-coded 'static'.

The following commit made an improvement to interval_tree_generic.h, but
didn't sync it to the tools copy:

  19811285784f ("lib/interval_tree: skip the check before go to the right subtree")

Sync it, and add it to objtool's sync-check.sh so they are more likely
to stay in sync going forward.

<title>objtool: Fix find_{symbol,func}_containing()</title>

The current find_{symbol,func}_containing() functions are broken in
the face of overlapping symbols, exactly the case that is needed for a
new ibt/endbr supression.

Import interval_tree_generic.h into the tools tree and convert the
symbol tree to an interval tree to support proper range stabs.
