Add an SPDX id of LGPL-2.0+ to files in the
sound core sub-system that are missing ids.  Remove
boilerplate text.

These files were originally submitted in a big commit
for the ALSA sound system for kernel version 2.5.4,
by Jaroslav Kysela, in Feb 2002.

syzkaller reported an invalid access in PCM OSS read, and this seems
to be an overflow of the internal buffer allocated for a plugin.
Since the rate plugin adjusts its transfer size dynamically, the
calculation for the chained plugin might be bigger than the given
buffer size in some extreme cases, which lead to such an buffer
overflow as caught by KASAN.

Fix it by limiting the max transfer size properly by checking against
the destination size in each plugin transfer callback.

This header file exists only for some hacks to adapt alsa-driver
tree.  It's useless for building in the kernel.  Let's move a few
lines in it to sound/core.h and remove it.
With this patch, sound/driver.h isn't removed but has just a single
compile warning to include it.  This should be really killed in
future.

Simplify the format conversion code in PCM OSS emulation.
This patch also adds the support of 3bytes 24bit formats with linear
and mulaw, but they are not enabled in pcm_plugin.c yet.
